Strictly speaking the W3C (The
World Wide Web Consortium, a membership organisation responsible for
managing the higher levels of Internet use) does not promulgate
standards, but rather Recommendations, because it is not an official
international body, but its recommendations are the closest to
standards there are for the areas they cover.
